The Standard Fast whorl gives the Kromski Symphony and Polonaise their 16 and 20:1 ratios, the faster pair of each wheel's four. Higher ratios put more twist into each treadle, which finer yarn needs to hold together.

Both wheels come with one, so this is the spare or the replacement. The slower 8 and 12:1 come from the wheel's Standard Slow whorl, which Kromski makes as a separate part for the Symphony and for the Polonaise. Past 20:1 there's the Extra Fast whorl at 25:1. The larger groove gives 16:1 and the smaller groove gives 20:1, the faster of the two.
Usually, yes. Yarn that pulls apart means the ratio is too low for that yarn, so a smaller groove or a faster whorl adds the twist it needs. Yarn that overtwists and won't wind on means the opposite, so go slower.
