This is the slow whorl from the Kromski Minstrel Jumbo Flyer Set, sold on its own as a spare or a replacement. Its 4 and 5.3:1 ratios put less twist into each treadle than the Minstrel's own 6.5 to 16:1, for spinning thick singles and plying heavy yarn.

Either one. On the Minstrel, single or double drive comes from how the band is routed, not from the flyer or the whorl, so the jumbo flyer and this whorl run in whichever mode your wheel is set up for.
The larger groove gives the slower 4:1, and the smaller groove gives 5.3:1. If thick yarn overtwists and won't wind on, move the band to the larger groove.
